Put dry ingredients in bowl. In medium pan boil butter, honey, brown sugar and cream for a few minutes. Let cool. Add the 2 egg yolks. Pour over dry ingredients and mix well. If dough is too runny refrigerate approx. 1/2 hour. Drop by teaspoon onto cookie sheet lined with parchment paper. Add a dried cranberry in the middle of cookie for decoration. Cookies will double in size while baking so leave enough space.
Bake at 350 degrees for approx. 10-12 min. until light brown. Let cool a little after baking for easy removal with a spatula. Cool completely, then ice on the bottom with the melted white chocolate. After chocolate has dried, ice the top (tip) of the cookie.
